DETROIT (AP) - Charles Pugh's swearing-in ceremony as Detroit City Council president will be held Thursday at the Election Commission.
City Clerk Janice Winfrey will administer the oath of office to Pugh, who received the most votes in the Nov. 3 general election.
The former television news anchor and reporter is 1 of 5 newcomers to the nine-member council. He calls the ceremony "a monumental moment" in his life and a "blessing." Pugh is Detroit's first openly gay council member.
The new council will be inaugurated Jan. 5, before its first meeting of 2010.
Pugh says in a release that his top priorities as council president include setting higher standards of conduct.
